Premise has a multidisciplinary team across planning, environment and engineering with resource industry projects in NSW led by our Environmental Team Manager, Daniel Drum, who has experience across mining, exploration, government regulation and environmental consulting.

Planning and Environmental Approvals

Premise provide advice in relation to environmental and planning approval requirements, including:

  • Mining and extractive industry (quarry) developments
  • Ancillary mining activities (AMAs)
  • Assessable prospecting operations (exploration activities)

We prepare activity approval applications and necessary supporting documentation and consultation, including:

  • Development applications for mining and extractive industry projects
  • Applications for exploration activity approvals (ESF4)
  • Applications for rehabilitation sign-off or review of rehabilitation cost estimate (ESF2)

Tenement Management
  • Preparation and lodgement of applications for grant, renewal or cancellation for mining leases and exploration licences.
  • Assistance with preparation, review, and lodgement of statutory reports such as Annual Environmental
  • Management Reports (AEMR), Annual Rehabilitation Reports and Annual Activity Reports.
  • Preparation of Community Consultation Strategy documentation and maintaining consultation registers.


Compliance Management
  • On-site inspections to identify any potential compliance or environmental issues.
  • Auditing to determine compliance with Conditions of Title and any other approvals or management plans.
  • Provide advice in relation to investigations of alleged offences and prepare submissions to Regulators.
  • Preparation of compliance management systems and documentation.
  • Maintaining databases and records for compliance monitoring and auditing.

Daniel Drum has over fourteen years of experience as an urban and regional planner in Victoria and New South Wales. During this time Daniel has worked within State Government, Local Government and for a private consulting firm, giving him a broad and comprehensive understanding of the planning system as well as valuable experience in a wide range of projects.

Daniel has recently worked as the Manager of Planning with the Blayney Shire Council. In this position Daniel was responsible for overseeing Council’s statutory and strategic planning functions. Daniel was also directly responsible for the day to day assessment of development applications.

Daniel has also worked with the Orange City Council as a Senior Town Planner. In this position, Daniel’s primary responsibility was the assessment of development applications.
