Andrew has over 35 years business experience as a senior executive, 17 of which as the Managing Director and CEO of Cardno. He was instrumental in leading the organisation from a private company with a $14m turnover and 180 employees in 1997 to being a public-listed company with around 8000 staff and both a turnover and market capitalisation of over $1bn in 2014.

In recent times Andrew has taken on several specific Board roles including;
Executive Chairman of Muir Engineering responsible for leading the Board and overseeing the CEO and management team in their execution of the management of the company;
Executive Chairman of CMI Ltd responsible for leading and managing the public listed company including overseeing both the Electrical Products Division (CMI, Minto) and the Automotive Products Division (TJM 4-Wheel Drive Products).

As the Non-Executive Chairman of Premise, Andrew leads the Board, provides strategic guidance, and is instrumental in the growth of the organisation.

Anton brings a wealth of knowledge and experience to support the growth and direction of Premise, with over 30 years’ experience in leading, managing and engineering, gained in both local and international markets.

Prior to joining Premise, he was the Director of Operations: Built Environment, Project Management and Advisory at Jacobs. He has had senior roles within GHD such as Operations Manager for South Queensland, Acting South Queensland Manager and Business Group Manager for Water.

Anton has also held other Australian roles with TasWater, URS and Thompson and Brett.

Prior to relocating to Australia in 2001, Anton was a director of Ninham Shand (now part of Aurecon) in South Africa.

As part of Premise’s Executive Team, Anton has a strong focus on safety, delivering quality outcomes for our clients, as well as the development and well-being of our people.

Col has established 30 years business experience as a Senior Executive, predominantly within professional service organisations, with core skills in business growth at both strategic and operational levels.

Formally the CEO for the Conics Group and instrumental in the growth of one of Australia’s largest private professional property development consultancies, Col has proudly participated in the significant growth of each company he has been associated with.

As a fellow Shareholder and Executive Director at Premise, Col’s primary focus continues to be directed to the overall strategic growth of the organisation, specifically mergers & acquisitions. In his executive capacity Col also provides strategic guidance and corporate support and is well accomplished in the areas of strategic planning and growth, performance, growth and change management, and will continue to be instrumental in the ongoing success of Premise.

Pat has over 30 years professional experience in civil engineering, urban development, infrastructure, and mining sectors throughout Queensland and the South Pacific. Pat was the founder and Managing Director of UDP Group, making him instrumental in the formation of Premise.

As a shareholder and Executive Director of Premise, Pat is committed to the overall strategic growth of the group and further strengthening of stakeholder relationships. He takes on this role while continuing to ensure effective delivery of engineering solutions to clients and sustainable infrastructure to the community.

Steve is the Executive Director of Environment and Agriculture. He holds 25 years of experience, specialising in soil and water management, primarily in the mining, energy urban development, and agricultural sectors. He possesses an in-depth knowledge of soil survey assessment and modelling, hydrology, storage reliability and irrigation demand modelling, nutrient and water balance modelling, erosion and sediment control, waterway health assessment and rehabilitation, water quality and stormwater management, and project and business management.

Steve was the founding partner of the former O2Group. He was instrumental in the growth and success of the group, having achieved three BRW Fastest Growing SME awards, two Sunshine Coast Best Practice Business awards as well as multiple environmental and engineering industry awards. As a fellow partner and Executive Director of Premise, Steve’s current and primary focus continues to be the strategic growth of agribusiness sector.

Duane has over 20 years experience as a civil engineer, working on small to large scale multi-disciplinary projects throughout Australia and Papua New Guinea. He has a solid track record in managing the successful delivery of major engineering infrastructure projects, working closely with many facets of government, key stakeholders, and public and private developers.

Duane plays a key role in developing business interests between northern Australia and our Asian Pacific neighbours. As a fellow partner and State Director, Duane’s focus is on growing Premise throughout regional Australia and the Asia Pacific, primarily within the urban development and infrastructure sectors.

Matt has been involved in all types of development projects in the region ranging from broad acre subdivision to medium density developments and aged care projects. Matt has extensive experience liaising with local and state government authorities, elected councillors, developers, other specialist consultants and industry representatives.

Matt is regularly called upon to coordinate discussions with stakeholders involved in developments and land use applications, negotiations for rezoning proposals and specialises in addressing land titling issues associated with complex development projects. He has worked in the region since 1990 and has formed strong relationships with other parties within the development industry. Matt has an excellent appreciation of the key development issues and the expectations of stakeholders across the region.

Patrice has a wealth of experience with three decades spent in chartered accounting and commerce starting with PWC in both Brisbane and Port Moresby.  She has held roles within Queensland Ballet and then on to CEO at Paridian Property Development Fund. Patrice has been a Director and consultant to Bentleys Chartered Accountants and now sits on several different Boards including SunWater, Andersen’s Floor Coverings, the Audit & Risk Committee of the Oxley Creek Transformation and two not for profit organisations.

Patrice has specialist skills within financing property and urban development projects including structuring, feasibility, acquisition and divestments.

As Non Executive Director Patrice will, with considerable accounting and commerce experience, add a diverse perspective to the strategic direction of the Premise Board. She places strong emphasis on organisational culture and will contribute to positioning Premise as a leading multi-disciplinary consultancy of choice.

Our History


July 1975 – ETS Architecture & Engineering established

ETS Architecture & Engineering Group emerged as an interdisciplinary firm offering structural engineering, civil engineering and architecture. ETS had strong relationships with the property and development market, both in Australia and Papua New Guinea.


April 1995 – FSA Consulting established

FSA Consulting was established in 1995. Based in Toowoomba, FSA became Queensland’s preeminent agriculture firm, providing interdisciplinary engineering and scientific services for major producers across Australia.


July 2004 – UDP Group established

UDP Group was strategically formed in 2004 to deliver engineering, infrastructure, and project management services. UDP Group was the aggregation of Horman Traffic, Base iGi Consulting, and iGPM Consulting.


July 2009 – O2E+E (Environment & Engineering) is established

In 2009, O2Environment & Engineering entered the market as a specialist provider of soil and water management services to local and international audiences.


2009 - 2014 – O2E+E Evolves to become O2Group

In the five years following O2E+E’s establishment, the company expanded to become O2 Group, encompassing O2Ecology, O2Environment, O2Marine, and Turbid Stormwater Solutions. This move diversified the services that O2 Group could offer through one cohesive organisation.


January 2013 – ETS Engineering separates from ETS Architecture

In 2013, ETS Architecture & Engineering recognised a disjoint in market perception, citing confusion in architecture and engineering services being housed under the one brand. A decision was made to separate the two entities.

ETS Architecture continues to operate as a successful architecture and design firm focusing on the international market in Papua New Guinea. Meantime, ETS Engineering has gradually evolved into what is now Premise’s core engineering arm in South East Queensland.


November 2014 – ETS Engineering merges with O2 Group

Late 2014 saw ETS Engineering looking to expand their core capabilities, whilst retaining their established industry reputation. The merging of ETS Engineering and O2Group ultimately meant a complementary and interdisciplinary service offering could be brought to market.

Both groups were well established in the property and resource sectors, with the scale to accommodate both large and small projects, whilst maintaining personalised client relationships


February 2015 – O2 Group acquires FSA Consulting

With both groups looking to further enhance their services, O2 Group soon acquired FSA Consulting, introducing specialist agriculture skills into the portfolio.


July 2016 – UDP Group and O2 Group merge to become O2UDP

The next external company merge was between the O2Group and UDP Group. Ultimately, this included ETS Engineering, FSA Consulting, Turbid Stormwater Solutions, O2Environment & Engineering, O2Marine, and O2Ecology from the O2Group, and UDP Horman Traffic, Base iGi Consulting, and iGPM Consulting as part of UDP Group.


June 2017 – O2UDP transitions into one brand under the new name of Premise

After the merger of O2 Group and UDP Group, the organisation encompassed a total of nine legacy brands. As the group could confidently demonstrate an extensive interdisciplinary portfolio, a decision was made to transition into one brand. That decision led us to re-brand as the unified consultancy you see today – Premise.


October 2018 - Geolyse joins Premise

Geolyse was formed in Dubbo in 1989, offering engineering, town planning, surveying and architectural services. With additional offices in Orange and Oran Park (south west Sydney).

Through the rise and amalgamation of our legacy brands spanning over 40 years, Premise has diversified its capabilities to assist a growing range of clients with complex projects.

Premise emerged through the strategic incorporation of our legacy brands. We are proud of our history, our integrated capabilities and our continued commitment to excellence.
